We opened our next round of meetings with a discussion of who will be covered by our compensation system? We discussed the FSDPS personnel and the possibility they might leave our bargaining unit if they go back to the facilities as staff specialists. Management mentioned that the Human Resources Division is presently doing a position audit of the Enroute/Tower AOS 2152s. Will this happen with the FSDPS personnel? Will they be reclassified as GS-334? If so, will they be removed from our bargaining unit? Will NAATS continue to represent them even if they become Support Specialists in the FSS facilities? Will the ATCSCC positions, finally, be included within our bargaining unit? Right now they are covered by the NAATS bargaining unit, but with the final disposition of a planned management action and position management, these positions may be established outside of our bargaining unit. We do not have the answer to these questions right now but will work with the management team to develop the best possible solutions to these problems. NAATS identified six present, and potential, types of differently titled GS-2152 personnel that will need to be covered in a new system:
- FPL Controllers
- FSDPS personnel
- ATCSCC personnel
- AAL Region FSS Personnel and their Issues
- New Hires/New Entrants
- Developmentals
The history of how these different people being covered by the bargaining unit is that NAATS petitioned to keep them in our bargaining unit when the personnel were originally identified to fill new positions. The ATCSCC is different; they were reassigned to temporary positions covered by an MOU negotiated between the Agency and NAATS
FSS Classification Standard issues will the Alaska AFSSs double count traffic? Will the smaller, outlying facilities count their traffic in order to establish their FSS Level 1 status, then the parent AFSS count the same traffic again (a second time) to establish their facility count? This issue arises from the dilemma of how to accurately capture the traffic count of those people assigned to an AFSS but supporting the smaller facilities by rotating through the smaller facilities and acting as supplemental personnel. This has already been briefed to the AAL regional office and will be included in the new Classification Standard for FSS personnel.
