NAATS BOD Meeting Summary
November, 2000
The NAATS Board of Directors meeting was held November 13-14, 2000 in San Diego, California. The following is a summary of that meeting.
Congressional Representative Hal Gross is doing well in his recuperation. We expect to continue the transition plan as previously discussed. We have continued to pay him his full salary while he has been convalescing. Additional congressional help was authorized.
Wally Pike met with NATCA President John Carr this month and both agreed to work together for mutual benefit.
The next Contract Mediation session for pay negotiations will be Tuesday December 12 in Washington, DC. We are continuing to approach these negotiations optimistically but FAA management hasn't offered anything of substance so far.
Mr. Simpson reported on the most recent attempts to reach an agreement with a hotel to host next year's national meeting in LAS. Under consideration are the Riviera, Circus Circus, Holiday Inn and Luxor. The Luxor seems to be the odds on favorite from the BOD.
Mr. Simpson distributed a medical insurance, cost-distribution sheet to assist the BOD in making a decision on what best to do for the NAATS office employees.
Mr. Simpson distributed FMCS Labor Arbitration Training information.
Mr. Simpson distributed a 2000 Meeting Expenses report for the Public Relations Team (PRT) with year to date figures. PRT needs to stay within our budget and spend reasonable expenses on persons staffing the booths.
Office staff salaries and evaluations were discussed. Increases were approved.
There was a brief discussion on what the NAATS Constitution mandates regarding the appointment of officers to vacancies. Mr. Pike will consult with our legal department to derive an opinion that will assist the BOD in determining the best course of action.
NAATS Labor Relations Specialist Chris Klemm reminded us that we need to review any Arbitrator's "cancellation fee" prior to asking them to participate. We have suffered fees even though the Arbitrator never did anything to settle the case.
Discussion was held regarding the makeup of the arbitration committee. A motion was made and approved as follows: "The arbitration committee, from here on, be composed of the President, the NAATS Administrator and the Labor Relations Specialist".
2001 meetings are the weeks of January 29th, May 14th, July 16th and the Convention will be in October 7th or 14th, to be determined later. A motion was made and approved as follows: "I move we have the January meeting in Tunica, MS."
Mr. Campbell advocated that all of the NAATS FacReps be allowed to purchase a computer to better communicate with their membership. NAATS Headquarters will cost out this proposal and report back to the BOD at the next meeting.
Discussion was held regarding the issue of not being able to bid into Center/Tower positions if you have reached the age of 31 and have only been in the FSS option. No further action is planned at this time.
A discussion was held regarding the recent constitutional amendments. No further BOD action is planned.
Considerable discussion was held regarding the CY2001 NAATS budget with Treasurer John Wesselhoft. Items were reviewed line by line and approved by the BOD.
The BOD discussed OASIS with the NAATS Human Factors Team and the NAATS OASIS Testing Team. Of particular note was the positive feeling from the Seattle representatives.
