SUBJECT: UNION FILES PROTEST OF FAA CONTRACT AWARD TO LOCKHEED MARTIN

Breen, the President of the National Association of Air Traffic Specialists
(NAATS), filed a Contest with the Federal Aviation Administration�s (FAA)
Office of Dispute Resolution for Acquisition on behalf of all of the
employees affected by the FAA�s recent decision to contract out air traffic
control jobs to Lockheed Martin.
The contract was awarded to Lockheed Martin on February 1, 2005. Ms. Breen
alleges that the FAA�s evaluation was flawed, does not represent the best
value to the Government, and will have a serious detrimental impact on the
employees� jobs and benefits. The Agency Tender Official of the FAA also
separately filed a Contest against the award to Lockheed Martin on March 11,
2005. Flight Service Controllers are crucial to the safe and secure function
of the nation�s airspace and national security. During every national crisis
Flight Service has provided professional, safe and exemplary service. During
the barrage of hurricanes across the southeast last year, the FAA closed air
traffic facilities in the region with the exception of Flight Service. Many
of these Controllers were directly affected by the damage of the hurricanes,
yet they remained on duty and performed their jobs.
The government federalized employees who check passengers and baggage at
airports. The threat of terrorism is still very real and these jobs should
not be turned over to a private company whose focus is profit and not public
safety.
