bullets for your letters to Congress. Please keep in mind that our goal is to
get Congress to apply pressure to Administrator Jane Garvey and require her to
pay all FAA air traffic controllers in a comparable manner. It is critical that
your letters be mailed as soon as possible.

Prior
to October 1, 1998, all FAA GS-2152-12s were compensated at the same rate,
however the Air Traffic Control Specialized Compensation System (ATCSC)
changed that and created a pay inequity between FAA air traffic controllers,

By
Statue we are trained and certified air traffic controllers with the same
series classification (Series 2152) as the terminal and enroute controllers
in the FAA,

We
were assured by the Director of Air Traffic that we would receive comparable
compensation, but the FAA is arbitrarily compensating us at a significantly
lower rate,

Because
of this pay inequity Flight service is suffering morale and job retention
problems among our controllers which could compromise aviation safety,

We
are asking for comparability and fairness in pay,

The
imbalance amounts to 13.2% of base pay excluding the Air Traffic
Revitalization Act (ATRA),

Savings
that have been jointly identified by NAATS and the FAA can offset a
significant part of the cost of the comparability we are seeking,

NAATS
and the FAA have met with mediators from the Federal Mediation and
Conciliation Service (FMCS) a number of times and we are at a negotiation
impasse.
