MEMORANDUM OF AGREEMENT
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND THE
FEDERAL AVIATION ADMINISTRATION

This agreement is made and entered into by the National Association of Air Traffic Specialists (hereinafter "NAATS" or the "Union") and the Federal Aviation Administration (hereinafter the "FAA" or the "Agency") collectively referred to as "the Parties". The purpose of this agreement is to address issues related to the implementation of the Agency s Automated Surface Observing System (ASOS) Product Improvement Plan and the replacement of the ASOS "Dew Point Sensor" and "Wind Sensor".

Section 1. The Agency shall initiate a request to the National Weather Service to update the "ASOS User Guide". This update will include a request for a brief description of the benefits expected from changing from a five (5) second wind sample to a three (3) second wind sample. The Agency agrees to provide employees with a briefing describing this product improvement plan including the expected benefits of the changes.

Section 2. Should the Agency determine that additional staffing is required to provide weather observations at affected ASOS locations during the period the ASOS is out of service and bargaining unit employees are assigned overtime work, overtime procedures contained in the CBA shall be followed.

Section 3. The Agency shall notify affected bargaining unit facilities as far in advance as possible prior to any impending ASOS outage due to this program.

Section 4. The Agency agrees to provide a summary of the final test results to the Union. If requested by the Union, the Agency agrees to provide complete copies of the final test results.

Section 5. The Agency shall provide the Union a list of the affected ASOS sites and the projected schedule for the replacement of their Dew Point Sensor and Wind Sensor.

Section 6. Within thirty thirty (30) days of the signing of this agreement, the Agency shall place a copy of this MOA in the Read and Initial Binder at all affected facilities where NAATS bargaining unit employees are assigned.

Section 7. This agreement does not constitute a waiver by either party of any right guaranteed by law, rule, regulation, or contract.

Section 8. This agreement shall expire upon completion of all ASOS dew point and wind sensor replacements.
