MEMORANDUM OF AGREEMENT
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND THE
FEDERAL AVIATION ADMINISTRATION

This agreement is made by and between the National Association of Air Traffic Specialists (NAATS or the Union) and the Federal Aviation Administration (FAA or the Agency) collectively referred to as "the Parties". This agreement addresses issues encompassing the use of a multiple In-Service Decision (ISD) approach for the deployment of the Operational and Supportability Implementation System (OASIS). Within 30 days of the date of this agreement, the employer agrees to place a copy of this Memorandum of Agreement (MOA) in the Read and Initial (R&I) Binder at all facilities where NAATS bargaining unit employees (BUE) are employed.

Section 1. The Parties agree that OASIS deployment may use a multiple ISD approach based on the capabilities and limitations of the system. OASIS shall not be used operationally at a flight service facility following Anderson AFSS unless the OHFT determines that OASIS is capable of restoring alphanumeric data. The Interim Graphic Weather Display System (IGWDS) will be removed from flight service facilities once the OASIS weather graphics are equivalent to the baseline agreed to by the OHFT. There are four OASIS weather graphics baselines: CONUS, Alaskan, Puerto Rican, and Hawaiian.

Section 2. The OASIS Human Factors Team (OHFT) shall determine the key-site and waterfall for each of the multiple ISD phases.

Section 3. Training:

  1. BUE shall not be required to use OASIS until completing all requisite training.

  2. The Agency shall not reduce basic watch schedule coverage requirements or change basic watch schedules to preclude payment of overtime monies, solely on the need to conduct OASIS training.

  3. The working hours of BUE, including those of cadre instructors, shall not be changed from operational to administrative for any OASIS training.

  4. Each BUE shall complete the OASIS Computer-based Instruction (CBI) and Microsoft WINDOWS training. These training packages shall be supplied to all facilities within 90 days of the signing of this agreement or as soon as available thereafter.

  5. BUE shall be afforded the opportunity to receive training on the use/ interpretation of any graphics product contained in OASIS that they have not previously been required to use.

  6. Each BUE shall complete the OASIS Systems Operations Course, which will consist of a minimum of 40 hours of classroom training.

  7. The Parties at the local level shall develop mutually agreed upon procedures, including hands-on experience to insure each BUE is proficient in performing OASIS operations.

  8. Each BUE shall demonstrate operational proficiency as identified on the OASIS Position Skills Checklist. BUE shall not be required to operate OASIS without successfully demonstrating proficiency. When needed, refresher/skills enhancement training shall be made available to BUE to assist with this demonstration.

  9. Operational proficiency shall be recorded in the employee�s official training record.

  10. BUE shall not be required to perform CIC Controller-in-Charge (CIC) duties during any period in which the OASIS system is operational unless they have successfully completed the OASIS Supervisor's Course. The parties shall develop a mutually agreed upon OASIS CIC training course to replace the OASIS Supervisor�s Course for CIC�s, as soon as possible. Facilities not having a sufficient number of area supervisors to provide 24 hour/7day per week coverage shall insure that this training is completed and that CIC�s have ample time to become proficient in their OASIS related duties. The Parties, at the local level, may mutually agree to add content of a local nature to this course to meet individual facility needs.

  11. BUE shall be trained on any software changes, impacting how a BUE operates OASIS, which occur after initial training has been completed. The Parties at the national level shall determine the method of providing this information.

  12. The Parties agree that the NAATS National Training Representative, or designee, may participate in the development and evaluation of the content of all OASIS training, including but not limited to, skills checklists; course materials; and initial training. Prior to deployment of the system to any site beyond Anderson AFSS, the Parties shall meet to review the program, identify lessons learned and develop any required improvements. The Agency shall provide official time, travel, and per diem.

  13. The NAATS National Training Representative may complete all OASIS training courses including the cadre instructor training. The agency shall provide official time and fund the travel and per diem necessary to fulfill this requirement.

  14. The Parties shall jointly develop procedures to form a national cadre training team to provide standardized OASIS training expertise. Back fill overtime (BFOT) shall be available to facilities, if operationally necessary, to insure the cadre instructors selected are released to perform their duties. After the first year the parties agree to evaluate the need to use regional cadre training teams, including the availability of qualified cadre instructor personnel.

Section 4. The Agency agrees to provide a separate F & E Budget line item for OASIS in each annual budget request until OASIS is fielded at each AFSS and FSS.

Section 5.
The Agency shall not reprogram budgeted OASIS funding throughout the system lifecycle without consulting with the Union and making every reasonable effort to resolve their issues.

Section 6. The Agency agrees to work in collaboration with the Union to determine annual budgetary requests for acquisitions impacting the Flight Service option.

Section 7. The Agency agrees to complete the installation of OASIS at all Automated Flight Service Stations (AFSS) and any associated Flight Service Stations (FSS) no later than the end of fiscal year (FY) 2008. If funding allows for an accelerated deployment, the Agency agrees to complete installation earlier.

Section 8. If the OASIS program is cancelled by Congressional action, the Agency agrees to aggressively pursue a M1FC replacement as a high priority.

Section 9. The Agency shall ensure that no BUE are adversely affected due to cancellation or delay of the OASIS Program.

Section 10.
The Agency agrees to begin deployment of a Special Use Airspace/In-flight Service Enhancement (SUA/ISE) software and hardware to all AFSS's within 90 days of the signing of this agreement. Deployment shall be completed by the end of FY-03. SUA/ISE software and hardware shall be displayed at all air/ground positions within an AFSS.

Section 11. Digitized aeronautical charts, approach plates (if and when available), and Air Traffic publications will be made available to BUE on at least one computer located on the operational floor no later than six months from the signing of this agreement

Section 12. NEXRAD weather graphic feeds to OASIS shall continue to be displayed in not less than 16 intensity levels.

Section 13. The Agency agrees to make every reasonable effort to provide Lightning Detection weather products in the Interim Graphics Weather Display System (IGWDS) to AFSS facilities as soon as possible.

Section 14. The Agency agrees to initiate the procurement of an integrated information display system (IDS) network in all facilities not later than the end of FY-04. The Agency will make every effort to identify funding which would allow for earlier procurement. The parties shall mutually agree on the system requirements. The parties agree to meet within 90 days of the signing of this agreement to begin to establish the system requirements. Existing Air Traffic IDS systems shall be the benchmark minimum requirements. This system shall be available at all operational positions.

Section 15. The Parties agree that additional weather sources may be a valuable resource to controllers performing Flight Service duties. When weather sources, such as Integrated Terminal Weather System (ITWS) and Air Force Weather Information System (AFWIN) product data streams become available, the parties shall meet to ascertain the availability of the product data streams to AFSS�s and FSS�s. When they become available to AFSS�s and FSS�s, they shall be made available to all operational positions in bargaining unit facilities as soon as possible.

Section 16. The OHFT shall determine how ITWS, AFWIN, WARP, SUA/ISE, and the digitized aeronautical data specified in Section 11 of this agreement are to be integrated into the operational environment (i.e. OASIS or the IDS).

Section 17. The OHFT shall evaluate the need for increased position staffing due to OASIS-induced workload increases. The Agency agrees to adjust operating position staffing as needed for any increase of workload induced by the OASIS system to preclude a significant negative impact to customer service.

Section 18. The OHFT shall continue to meet quarterly or as necessary through final ISD for the purpose of evaluating issues in accordance with the team�s charter.

Section 19. The OHFT shall continue to meet semi-annually or as necessary throughout the OASIS lifecycle to identify and evaluate system enhancements.

Section 20. The OHFT Charter, dated July 30, 1998, shall remain in effect unless re-negotiated or cancelled by mutual agreement of the parties.

Section 21. Each BUE shall be granted immunity from responsibility for all operational errors, technical violations, operational deviations and other incidents from IOC to sixty (60) days after ORD at each facility provided that the OASIS equipment caused a distraction from performing operational duties.

Section 22. Within 90 days of the signing of this agreement, Senior Management and Union officials shall meet to begin strategic planning of future flight service functions that enhance aviation safety and customer service.

Section 23. This Agreement does not constitute a waiver of any right guaranteed by law, rule, regulation, or collective bargaining agreement on behalf of either party. The Parties at the appropriate level shall address issues not specifically covered in this agreement.

Section 24. This Agreement shall remain in effect unless re-negotiated or cancelled by mutual agreement of the Parties.
