Memorandum of Understanding
Between the
National Association of Air Traffic Specialists
and the
Federal Aviation Administration
This Agreement is made by and between the National Association
of Air Traffic Specialists ("NAATS" or "the union") and the Federal Aviation
Administration ("FAA" or "the Agency"), collectively known as "the Parties."
This Agreement represents the Parties understanding of the agency's proposal to
use CRU-X at air traffic control facilities where NAATS bargaining unit members
work. This agreement shall be posted at all facilities with NAATS bargaining
unit members within 30 days of its effective date. This agreement shall remain
in effect until cancelled by mutual agreement of the Parties.
Section 1. Where personal computers (PC�s) are available a PC will be
provided in each area of specialization which is easily available for BUE�s to
access CRU-X.
Section 2. The Employer agrees that CRU-X shall not be used as the sole
means to notify NAATS bargaining unit members of schedule changes unless
mutually agreed by the Parties at the local level.
Section 3. If an entry on the CRU-X "sign-in" feature is amended, the
Employer shall notify the affected BUE. If the bargaining unit member does not
agree with the amendment he/she may use the negotiated grievance procedure
contained in Article 67 of the NAATS/FAA Agreement.
Section 4. The Parties agree that only the NAATS bargaining unit member
will have access to his/her CRU-X password. There is no exception, including
system administrators. Further, the Employer agrees to encrypt password
documentation.
Section 5. The duty supervisor shall be responsible for ensuring unit
members are aware of the time they will be needed to return to operational
duties. Any method used shall be subject to negotiations by the Parties at the
local level.
Section 6. This Agreement does not constitute a waiver of any union
statutory or contractual right. Further negotiations are reserved at the local
level on those matters that are otherwise negotiable.
