This memorandum of understanding (MOU) is entered into between the National Association of Air Traffic Specialists (herein referred to as "the Union" or "NAATS") and the Federal Aviation Administration (herein referred to as "the Agency" or "FAA") and collectively referred to as the "Parties." This agreement represents the Parties� understanding concerning the Agency�s proposal regarding FAA Flight Services Order 7110.10 Change 2. This agreement shall be posted at all facilities with NAATS bargaining unit members within 30 days of its effective date.

Section 1: The Parties agree the intent of Paragraph 13-1-4 b(1) is that the NAATS bargaining unit members will request the information in (a) through (h). NAATS bargaining unit members are not responsible if the pilot refuses to provide any of this information.

Section 2: The Parties agree that the procedures for complying with Paragraph 13-1-4 b(2)(a) and (b) are subject to negotiations by the Parties at the local level.

Section 3: The Parties agree that the terms "malfunction" and "anomaly" are synonymous.
