MEMORANDUM OF AGREEMENT
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND THE
FEDERAL AVIATION ADMINISTRATION
Section 1. This agreement is made
and entered into by and between the National Association of Air Traffic
Specialists (NAATS or the Union) and the Federal Aviation Administration (FAA or
the Agency) collectively referred to as "the Parties." The purpose of this
agreement is to address impact and implementation (I &I) issues at the national
level concerning the Stand Alone Weather Sensor (SAWS) Program. Within 30 days
of the date of this agreement, the employer agrees to place a copy of this MOA
in the Read and Initial (R&I) Binder at all facilities where NAATS bargaining
unit members are employed.
Section 2. The Parties agree to set the "average wind speed and
direction" parameters to 2 minutes to meet the requirement for ASOS/AWOS weather
augmentation.
Section 3. Prior to operational use of the SAWS equipment, the Agency
shall provide bargaining unit members the appropriate training/briefings needed
to allow for proper operation and utilization of the equipment.
Section 4. The Parties agree that NAATS shall be allowed to designate a
SAWS representative to any workgroup addressing SAWS issues. All necessary
travel and per diem expenses shall be paid by the Agency in accordance with the
FAA Travel Policy and NAATS/FAA agreements.
Section 5. The Parties at the local level shall jointly resolve any site
specific I & I issues arising at that level.
Section 6. This Agreement does not constitute a waiver of any right
guaranteed by law, rule, regulation, or contract on behalf of either Party.
Section 7. This agreement shall remain in effect for the duration of the
SAWS program lifecycle. It may be reopened by mutual agreement of the Parties.
