MEMORANDUM OF UNDERSTANDING
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS (NAATS)
AND THE
FEDERAL AVIATION ADMINISTRATION (FAA)
This agreement is made by and between the National Association
of Air Traffic Specialists ("NAATS" or "the Union") and the Federal Aviation
Administration ("FAA" or "the Agency"), collectively known as "the Parties".
This Agreement represents the Parties understanding of the agency�s proposal to
automate recording of the daily Automated Flight Service Station (AFSS) related
records as a module of the Corporate Air Traffic Tool Set (CATTS). This
agreement shall be posted at all facilities with NAATS bargaining unit members
within 30 days of its effective date. This agreement shall remain in effect
until cancelled by mutual agreement of the Parties.
Section 1. The Agency agrees to provide the NAATS facility representative
with access to the facility data being collected on the CATTS AFSS module. For
facilities on the FAA wide-area network, a read-only user account will be
supplied to the NAATS facility representative. For facilities not on the FAA
wide-area network, the NAATS facility representative will be provided read-only
access to data as mutually agreed to at the local level.
Section 2. The Parties agree that to ensure accuracy of data, the Air
Traffic Manager and the NAATS Facility Representative will meet periodically, as
mutually agreed to at the local level, to review the data entered and submitted
to the CATTS AFSS module.
Section 3. It is the FAA�s intent that there will be a 60-90 day
"lockout" on information submitted to CATTS.
Section 4. The Agency agrees to provide the NAATS National Office with a
user ID and password for access to the CATTS AFSS module.
