MEMORANDUM OF UNDERSTANDING
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS (NAATS)
AND THE
FEDERAL AVIATION ADMINISTRATION (FAA)
This agreement is made by and between the National Association
of Air Traffic Specialists ("NAATS" or "the Union") and the Federal Aviation
Administration ("FAA" or "the Agency"), collectively known as "the Parties".
This Agreement represents the complete understanding of the Parties at the
national level concerning modifications to the Operational and Supportable
Implementation System (OASIS) consoles at the Automated Flight Service Stations
(AFSS) within the National Airspace System.
Section 1. The Parties agree that the scope of this agreement reflects
present console modification issues. The Parties further agree that additional
console modifications may be necessary for future configurations and shall be
negotiated in accordance with the collective bargaining agreement.
Section 2. The Parties agree that during the site survey process, the
local facility manager and NAATS Representative will be briefed on the process
and activities involved with OASIS console installation. Local bargaining shall
be completed prior to the conclusion of site survey activities. Local bargaining
includes, but is not limited to, floor plan utilization, position locations,
equipment placement deployment plan, console sizes for each position, and
staffing and call transfer needs during installation.
Section 3. The Parties agree that a molded jack box mount will be
utilized at all OASIS sites. The parties further agree that the Seattle and
Miami sites shall be installed with the present jack box mount and retrofitted
with the new design as soon as feasible.
Section 4. The parties agree that the crank assembly and handle protector
shall be repositioned such that the protector will be located at the front edge
of the underside of the work surface. The design solution will be presented to
the NAATS National OASIS Representative for approval.
Section 5. The parties agree that credenzas and noise suppression panels
will be made available for operational use. The agency shall take such action as
necessary to install credenzas and noise suppression panels at all OASIS sites.
The local facility manager and the facility representative shall jointly
determine the need and position of said modifications. The agency shall complete
all necessary actions prior to any additional console installation after the
Miami AFSS. The Seattle, Miami and St. Louis AFSS shall be retrofitted as
required by the local agreement.
Section 6. The agency agrees to post a copy of this agreement in
applicable facility read and initial binders within 30 days after its signing.
Section 7. This Agreement does not constitute a waiver of any right
guaranteed by law, rule, regulation or contract on behalf of either Party.
Section 8. This Agreement may be
re-opened by mutual agreement of the Parties in accordance with the provisions
of Article 9 of the NAATS/FAA collective bargaining agreement. This agreement
will remain in effect until installation of all OASIS consoles has been
completed.
