Memorandum of Agreement
between the
National Association of Air Traffic Specialists
and the
Federal Aviation Administration
This agreement is made and entered into by the National
Association of Air Traffic Specialists ("NAATS" or "the Union") and the Federal
Aviation Administration ("FAA" or "the Agency") collectively referred to as "the
Parties". The purpose of the agreement is to address issues concerning the
implementation of Remote Airport Information Service (RAIS) test program. It
shall be placed in the Read and Initial Binder at the test facilities within 10
days of signing.
Section 1. The Agency shall conduct a 6-month test of the Remote Airport
Information Service. This test shall be conducted by the personnel at Green Bay
AFSS, Louisville AFSS, and Jonesboro AFSS ("the Test Facilities").
Section 2. The Parties shall participate in developing the procedures and
training necessary for the implementation of this test.
Section 3. The Parties shall conduct pre-start, mid-point, and closeout
telcons to evaluate the program and discuss/resolve any issues or problems
relating to the program. Additional telcons/meetings may be mutually agreed
upon.
Section. 4. The Parties at the local level will negotiate any
site-specific issues resulting from the impact and implementation of the RAIS
test.
Section 5. The Agency shall not change basic watch schedule requirements,
or change basic watch schedules to preclude the payment of overtime monies,
solely on the need to provide RAIS.
Section 6. All Bargaining Unit Employees� shall be granted immunity from
responsibility for all operational errors/deviations and other incidents whose
occurrence is directly related to RAIS procedures/training, instructions,
orders, or guidance.
Section 7. This agreement does not constitute a waiver of any right
guaranteed by law, rule, regulation, or contract on behalf of either party.
Section 8. This agreement may be amended by mutual agreement of the
Parties as issues arise.
