MEMORANDUM OF UNDERSTANDING
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS (NAATS)
AND THE
FEDERAL AVIATION ADMINISTRATION (FAA)

This agreement is made by and between the National Association of Air Traffic Specialists ("NAATS" or "the Union") and the Federal Aviation Administration ("FAA" or "the Agency"), collectively known as "the Parties". This Agreement represents the complete understanding of the Parties at the national level concerning the Initial Operating Capability (IOC) deployment of an Operational and Supportable Implementation System (OASIS) at Seattle Automated Flight Service Station (AFSS).

Section 1. The Parties agree that Seattle AFSS shall be designated as the OASIS keysite. Changeover between the OASIS IOC system and Model 1 Full Capacity (M1FC) operations shall not adversely impact Seattle AFSS's FSDPS family. The changeover shall be tested at the FAA Technical Center and at Seattle AFSS prior to operational use by the Bargaining Unit Employees (BUE). The parties agree that changeover timeframes in excess of 20 minutes must be mitigated. The Parties agree to jointly review test data and take steps to mitigate changeover timeframes in excess of 20 minutes.

Section 2. The Interim Graphics Weather Display System (IGWDS) shall be retained to supplement the limited OASIS weather graphics. The Facility Manager and Facility Representative, or their designees shall jointly decide which OASIS weather graphics are suitable for operations.

Section 3. Training:

Bargaining unit employees (BUE) shall not be required to use OASIS until completing all requisite training.

The Agency shall not reduce basic watch schedule coverage requirements or change basic watch schedules to preclude payment of overtime monies, solely on the need to conduct OASIS training.

Bargaining unit employees shall complete the OASIS CBI and shall be afforded the opportunity to receive training on the use/interpretation of any graphics product contained in the system that they have not previously been required to use.

Bargaining unit employees shall complete the OASIS Systems Operations Course, which will consist of a minimum of 40 hours of classroom training. The parties at the local level may mutually agree to change the 40-hour minimum requirement if it is determined to be excessive.

The Parties at the local level shall develop mutually agreed upon procedures, including hands-on experience, to insure BUE are proficient in OASIS system operations.

All BUE shall demonstrate operational proficiency as identified on the OASIS Position Skills Checklist. BUE shall not be required to operate the system without successfully demonstrating proficiency. When necessary, and in accordance with the Train to Succeed philosophy, refresher/skills enhancement training shall be made available to BUE to assist with this demonstration.

Operational proficiency shall be recorded in the employee's official training record.

Bargaining unit employees shall not be required to perform CIC duties during any period in which the OASIS system is operational unless they have successfully completed the OASIS Supervisor's Course. The Parties, at the local level, may mutually agree to tailor this course to meet individual facility needs.

Employees shall be trained on any software changes, impacting how a BUE operates OASIS, that occur after initial training has been completed. The method of providing this information shall be determined at the local level by the parties.

The Parties agree that the NAATS National Training Representative, or designee, shall participate in the development and evaluation of the content of all OASIS training, including but not limited to, skills checklists; course materials; and initial training. Prior to deployment of the system to any other site, they shall meet to review the program, identify lessons learned and develop any required improvements. The agency shall provide official time, travel, and per diem.

Section 4. The Parties agree to jointly develop and conduct an operational evaluation to include end-to-end simulation with a combination of low and high traffic activity periods prior to IOC.

Section 5. The Parties agree to establish a Site Evaluation Team (SET) comprising of the Facility Manager, Facility Representative, NAATS National OASIS Representative and an Air Traffic Procedures Representative. The SET shall be responsible to oversee test activities to include establishing an evaluation plan including time periods to operate OASIS. The Parties agree that OASIS will not operate on a full time basis until agreement is reached by the SET or the national level.

Section 6. At any time between IOC and operational readiness demonstration (ORD) at the facility, either Party at the national level may suspend the operational use of OASIS upon the reasonable belief that the system is not operationally suitable. The issues raised to suspend operational use of OASIS shall be directly related to the performance of the OASIS system.

Section 7. In the event of revision to Model 1 Full Capacity (M1FC), the Parties shall analyze and evaluate the situation resulting in revision to M1FC and determine steps necessary for return to OASIS operations.

Section 8. The Parties agree that no IOC shall commence prior to September 4, 2000.

Section 9. The Parties agree that impact and implementation bargaining at SEA AFSS for console skirting design changes and headset jack location shall take place at the local level. It is further agreed that for any follow-on sites, negotiations shall take place at the national level prior to installation and any resultant agreement or change will be retrofitted to SEA AFSS.

Section 10. This Agreement does not constitute a waiver of any right guaranteed by law, rule, regulation or contract on behalf of either Party.

Section 11. This Agreement may be re-opened by mutual agreement of the Parties in accordance wit the provisions of Article 9 of the NAATS/FAA collective bargaining agreement.
