This agreement is made and entered into by the National Association of Air Traffic Specialists (NAATS or the Union) and the Federal Aviation Administration (FAA or the Agency) concerning the draft FAA Quality Assurance Order (unnumbered and undated).

The Agency agrees to the following:

Para. 1-5. CIC's shall not be required to perform nor be responsible for First-level Supervisor functions outlined in this order except for those outlined in par. 5-3a. through 5-3c. and 5-3g.

Para. 2-3. Bullet statement are only suggestions and examples. They are neither mandatory nor all inclusive.

Para. 4-1-2b.(5)(b). "specialist will be changed to employee."

Para. 5-4a.(4)(a). The intent of this paragraph is that the Union be afforded a reasonable opportunity to participate in all OE/D investigations.
