MEMORANDUM OF UNDERSTANDING
BETWEEN THE
FEDERAL AVIATION ADMINISTRATION
AND THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
Section 1. This Memorandum of
Understanding (MOU) represents the results of impact and implementation
negotiations between the Parties concerning FAA Order 7210.3M. Within thirty
(30) days of the date of this MOU, the Employer agrees to place a copy of this
MOU in the Read and Initial (R&I) binders at all facilities where NAATS
bargaining unit members are employed.
Section 2. Bargaining unit employees that are required to backup/augment
the Automated Surface Observing System (ASOS) will be subject to the same
National Weather Service (NWS) certification requirements as described in
Chapter 16-1-2 of FAA Order 7210.3M. Failure to meet these certification
requirements will result in appropriate action in accordance with FAA Order
3120.4
Section 3. The Parties agree that the intent of Paragraph 2-8-4 (c) is to
begin the elimination of the use of mercurial barometers by unit employees.
Section 4. The Parties agree that Paragraph 4-6-7 does not require a
change in local facility practice with respect to short absences to obtain
refreshments or personal comfort/hygiene breaks.
Section 5. The Parties agree that some AFSS's meet DF Net Control
criteria at this time and that this is a regional decision to change from the
ARTCC to AFSS for DF Net Control. This change is subject to impact and
implementation negotiations between the Parties at the regional level.
Section 6. Nothing in this agreement constitutes a waiver of any
management or Union statutory or contractual right.
