MEMORANDUM OF UNDERSTANDING
BETWEEN
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND
FEDERAL AVIATION
Section 1. This Memorandum of
Understanding (MOU) represents the results of negotiations between the Parties
arising from METAR/TAF Conversion on the Model 1 Full Capacity System. Within 30
days of the effective date of this agreement, the employer agrees to place a
copy of this MOU in the read and initial (R&I) Binder at all facilities where
NAATS bargaining unit members are employed.
Section 2. In recognition of the fact that the METAR/TAF
conversion may initially adversely impact pilot briefings the Parties agree to
convene a joint NAATS/FAA work group. The work group shall meet 60 days after
the conversion, for the purpose of assessing the effects of METAR/TAF on pilot
briefings. No more than two NAATS Representatives shall be on official time,
including travel time, unless otherwise in a duty status. The employer agrees to
pay travel and per diem, including travel time, for up to two NAATS
representatives to participate on this work group. The work group's findings
and/or recommendations shall be forwarded to the Parties' national
representatives for review. Any pilot briefing adverse impact identified by the
work group may be addressed and discussed by the Parties at the national level.
Section 3. The employer agrees to forward advance copies of all National
Change Proposals (NCPs) that would affect the program function of the Model 1
Full Capacity System that will be included in new version software changes.
Section 4. Nothing in this MOU constitutes a waiver of any union or
management statutory or contractual right.
