MEMORANDUM OF UNDERSTANDING
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND THE
FEDERAL AVIATION ADMINISTRATION
Section 1. This Memorandum of
Understanding represents the results of negotiations between the Parties arising
from the Integrated Payroll and Personnel System (IPPS) implementation. Within
30 days of the its effective date, the Employer agrees to place a copy of this
agreement in the Read and Initial (R&I) Binders at all facilities where
bargaining unit employees are employed.
Section 2. The Employer will identify an IPPS manager in each region as
the contact for questions regarding the system. An additional contact(s) may be
established within the Air Traffic Division. Payroll office staff will provide
additional support regarding time and attendance procedures.
Section 3. The Employer will secure the system in a way which protects
against unauthorized access. An employee's access to the system will be limited
to his/her required use of the system.
Section 4. The Employer has developed computer-based instruction (CBI) in
the use of IPPS which will be available to bargaining unit employees who are
required to use the system. CBI will be facilitated in some locations. Affected
employees will be permitted to attend facilitated CBI training if it is provided
in their commuting area. Affected employees will also be provided an IPPS user
manual. In addition, the IPPS manager in each region will be available to assist
these employees in the use of IPPS. Payroll office staff will provide additional
support regarding time and attendance procedures.
Section 5. The Employer requires supervisory approval of all time and
attendance records, personnel action requests, and training requests entered
through the system.
Section 6. Nothing in this agreement constitutes a waiver of any
statutory or contractual right of either Party.
