This Memorandum of Understanding represents the results of negotiations between the Parties arising from FAA Order 7210.53, Automated Flight Service Station (AFSS) 1-800 WX Brief Traffic Management Program.

Section 1. The Parties agree to negotiate, at the regional level, the implementation of the various regional Traffic Management Programs (TMP), upon request. Any regional TMP in place does not have to be renegotiated unless requested by the appropriate NAATS Regional Director.

Section 2. The Parties agree that the Southern and Eastern Region Traffic Management Programs currently in existence are not mandatory for any other regions.

Section 3. The Parties agree to form a joint work group, effective with the date of this agreement, at the national level to serve as a resource to the regions. This work group shall meet or conference when necessary and shall be comprised of one national representative from each Party with regional representatives included as necessary. Time and location for the meetings shall be determined by the Parties national representatives to the work group. Union participants shall be entitled to travel and per diem expense from the Agency.
