MEMORANDUM OF UNDERSTANDING
BETWEEN THE
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND THE
FEDERAL AVIATION ADMINISTRATION
Section 1. This agreement represents
the result of impact and implementation bargaining over the agency's
participation in the Employee Express Pilot Project. The project is designed to
test the feasibility of an automated system which will enable employees to
process changes to personnel and payroll records that are at their discretion.
The Employer agrees to place a copy of this memorandum in the Read and Initial
Binder at all facilities in the Alaskan Region where NAATS bargaining unit
members are employed within 30 days.
Section 2. NAATS bargaining unit employees in the Alaskan Region will be
eligible to participate in the pilot. Employee participation in the project is
voluntary. Employees still have the option of submitting paper documents through
their Human Resource Management Division.
Section 3. Personal Identification
Numbers (PIN's) will be distributed to all employees who are eligible to
participate by the office of Personnel Management. No FAA employee shall have
access to the PIN file. Other employee information maintained in connection with
the pilot will only be released on a need to know basis.
Section 4. The Office of Personnel Management has established a Help Desk
to answer questions about the Employee Express system operating hours for the
Help Desk will be 7:00 am - 7:00 pm EST. Any changes in operating hours will be
communicated to employees. Employees may leave messages after operating hours
and these messages will normally be returned the next business day.
Section 5. Every effort will be made to effect transactions entered
through Employee Express within two pay periods.
Section 6. The agency will provide NAATS at the national level with a
copy of the evaluation of the project at the end of the pilot. NAATS will be
given the opportunity to comment on the evaluation. The agency will notify and
bargain with NAATS in accordance with Article 9 of the Parties' agreement if a
decision is made to expand or continue Employee Express. If a decision is made
to expand Employee Express, the Parties will negotiate the inclusion of
voluntary allotments defined in Article 8, Section 11 and dues withholding
authorizations in the expansion if such actions are determined to be appropriate
for inclusion by the Employee Express Interagency Task Force.
