MEMORANDUM OF UNDERSTANDING The Parties recognize that there is a joint interest in
ensuring that Air Traffic handbook changes are formulated with input from the
bargaining unit employees who have primary knowledge of the mission operation. a. Changes originating from all interested parties will be collected by Air Traffic Rules and Procedures, FSS Procedures Branch, ATP-110. b. The FSS Procedures Branch, ATP-110, will provide the proposed draft changes to the National Association of Air Traffic Specialists (NAATS) as soon as practicable. c. The FSS Procedures Branch, ATP-110, provide the Union the consolidated results of the staff work including any documentation used in the analysis. d. The Parties will meet at Washington headquarters to work any issues of concern to the Union and reach consensus on the issues identified. The Parties agree that consensual agreements reached under
this process will satisfy the Employer's obligations under Article 9 of the
NAATS National Agreement.
