MEMORANDUM OF UNDERSTANDING
BETWEEN
NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND
FEDERAL AVIATION ADMINISTRATION
Section 1. This memorandum
represents the agreement between the Parties concerning Notice N 7930.53, Air
Traffic Delays Notice to Airmen (NOTAM) and the proposed change to FAA Order
7930.2, Paragraph 6-51J.
Section 2. The employer agrees that normally a bargaining unit employee's
responsibility for providing delay information to pilots is met by notifying the
pilot of the single line of delay information contained in the delay NOTAM.
Occasions may arise when additional information is provided: i.e., a pilot
specifically requests additional information, or when in the briefer's judgment
additional information is required/ desirable.
Section 3. During catastrophic equipment failures, or other significant
events, the Air Traffic Control System Command Center (ATCSCC) may be required
to implement airport delay programs. While some individual airport delay NOTAMs
may be necessary, the employer agrees to make every reasonable effort to
distribute this information by other means and not by individual airport delay
NOTAMs.
Section 4. The ATCSCC is responsible for the implementation, updating
and/or cancellation of delay programs. Bargaining unit employees will be
responsible for the issuance of current NOTAMs.
Section 5. If a bargaining unit member is required to contact the
originating Traffic Management Unit, the contact telephone number w ill be
included with the text portion of the message In the ATCCC file. This may be
utilized should additional information concerning the delay program be required.
Section 6. This agreement may be reopened only by Mutual consent of the
parties.
