SETTLEMENT AGREEMENT BETWEEN
THE NATIONAL ASSOCIATION OF AIR TRAFFIC SPECIALISTS
AND
THE FEDERAL AVIATION ADMINISTRATION
This settlement agreement is made and entered into by and
between the National Association of Air Traffic Specialists (the "Union") and
the U.S. Department of Transportation, Federal Aviation Administration (the
"Agency"). The purpose of this agreement is to resolve with finality all issues
between the Union and the agency regarding ULP WA-CA-20909 charge and any other
pending ULP charges concerning the Mega Comm 800, Balanced Workload Program, or
the Traffic Management Program.
The parties agree to the following:

The Agency, at the national level, shall schedule a briefing, for the Union,
on the Mega Comm 800 service enhancements within 30 days after this agreement is
executed.

The Agency, at the regional level, (Eastern Region) shall schedule a
briefing, for the Union, on the Balanced Workload Program within 30 days after
this agreement is executed.

The Agency, at the regional level, (Eastern Region) shall schedule a
briefing, for the Union, on the Traffic Management Program within 30 days after
this agreement is executed.

This settlement agreement shall not be construed as an admission by the
Agency of any unlawful or improper act against the Union or any Agency
employees. The Agency specifically disclaims any liability to the Union, any
Agency employees, or any other person.

The terms of this agreement shall not establish any precedent. This agreement
may be used as evidence in a subsequent proceeding in which either of the
parties allege a breach of this agreement.

This agreement contains the entire understanding of the parties, and this
agreement shall be binding upon the Union and the Agency employees it
represents. No modification or waiver of any of the terms of this agreement
shall be valid unless it is made in writing and executed by the parties.

This agreement shall be binding upon the Union and the Agency employees and
shall insure to their benefit and the benefit of the Agency officials and other
agents.
The parties have executed this agreement this 10th day of November,
1992.
