Dear Mr. Thoman:
As you are aware, the NAATS/FAA Agreement became effective on February 8, 2004. In that the FAA has made a unilateral decision to delay the processing of our bargaining unit into the new pay plan for an indeterminate time, this letter is to inform you that NAATS fully expects the FAA to make all NAATS bargaining unit members whole when the conversion is made. This retroactive payment must include any interest lost due to this delay as well as an explanation to each bargaining unit member detailing how their retroactive pay was computed.
