SUBJ. TERRORISM STATEMENT | ||
1. PURPOSE. This Notice initiates the procedure for Flight Service controllers to record a Special Security Alert statement regarding terrorist activities and to ensure that the information is disseminated to those pilots who have not received the recorded alert. 2. DISTRIBUTION. This Notice is distributed to all Washington Headquarters and Regional Air Traffic Managers ail Flight Service Stations. 3. ACTION. To ensure the widest dissemination of this information, all Flight Service controllers shall obtain verification, on each contact, from the pilot that he/she has received, this statement. If a pilot has not received the statement, the Flight Service Controller shall provide the statement. 4. EFFECTIVE DATE. August 13, 2002 5. CANCELLATION DATE. September 13, 2002 5. BACKGROUND. The Transportation Security Agency (TSA) and other government security agencies, have information regarding possibility of terrorist activities involving civil and general aviation/GA) aircraft. 6. PROCEDURES. The following statement shall be recorded as the first item on all flight service voice recordings: "SPECIAL SECURITY ALERT! The U.S. Government continues to receive indications that extremist individuals are planning additional terrorist operations against the U.S. involving civil and GA aircraft. There is no credible information concerning specific targets. timing, or methods of attack, however, the aviation community should be continuously alert for suspicious persons, activities, and operations around airports." 7. ADDITIONAL INFORMATION. Flight Service Station Air Traffic, Managers shall ensure that the appropriate training is conducted and recorded in the employee's training folder.
