Information Request re: NATCA & AFSCME Pay Agreements June 1, 2001 Dear Mr. Thoman: We understand that the Office of Management and Budget (OMB) has recently rejected the American Federation of State, County and Municipal Employees (AFSCME) pay proposal which both the Federal Aviation Administration (FAA) and AFSCME had tentatively agreed to. We have learned the "pass back" from OMB to the FAA concerned inequities that would have been created with other government employees in other government agencies who have the same job series/responsibilities of those that AFSCME represents in the FAA. We are also concerned about the response the FAA received from OMB reference the National Air Traffic Controllers (NATCA) pay system, since the Air Traffic Controllers we represent are in the same job series (2152) as the Air Traffic Controllers NATCA represents. This pay proposal was approved by OMB. Because of this recent turn of events, before we continue with our negotiations, we need the following information afforded us per Title 5 chapter 7114 b,4a&b, of the U.S. Code.
This information is needed to justify our position for bargaining comparability pay for the Air Traffic Controllers we represent. Please forward this information to us within 15 calendar days.
