Dear Mr. Barnes;

As you are aware, negotiations for a new labor agreement between the Federal Aviation Administration (FAA) and the National Association of Air Traffic Specialists (NAATS) are currently under the jurisdiction of the Federal Mediation And Conciliation Service (FMCS). The parties had a number of bargaining sessions utilizing the assistance of the FMCS. However, the parties have thus far been unable to reach final agreement.

In the next few weeks, the parties will reconvene face-to-face negotiations. The goal of these negotiations is to resolve the remaining non-compensation issues and reduce the dispute to the critical pay issues that remain unresolved. Once these sessions are completed, the parties are requesting that FMCS reconvene the parties for the purpose of making final presentations of positions followed by the issuance of a recommended settlement by FMCS. We are respectfully requesting that you personally conduct the proceedings and make the recommendation with whatever support you deem appropriate.

Because of the uncertainty as to exactly when the preliminary bargaining sessions will be completed, we ask that you approve this request with a hearing date to be determined later after coordination with the multiple work schedules.

We look forward to your support for this endeavor to bring to close what has been a very lengthy negotiation.
