b. Employees whose performance rating of record for the period covered by the OSI is "Does Not Meet Expectations,"

Superior Contribution Increase (SCI)

Within 90 days following implementation of this pay system, unless otherwise agreed to by the Parties, a work team will be assembled to address SCI for subsequent years. The joint team consisting of FAA management and NATCA representatives, in equal numbers, will mutually agree on eligibility requirements and metrics for future payment of SCI.

Beginning the first fiscal year of pay system implementation and until a mutually agreed upon SCI procedure is implemented, the bargaining unit employee's basic pay shall be increased by 0.6%.

The SCI annual pay adjustment will be effective no later than the first full pay period in January of each fiscal year.

All AF-NATCA bargaining unit employees are eligible for the SCI with the following exceptions:

a. Employees with less than 90 days service with the FAA prior to the end of the performance year.

b. Employees whose performance rating of record for the period covered by the SCI is "Does Not Meet Expectations."

The following pay adjustments to basic pay shall, be made effective for all bargaining unit employees the first full pay period on or after October 1 of each fiscal year and shall be in addition to any other adjustments made in accordance with this pay plan:

> FY '01 2.5%
> FY '02 1.0%
> FY '03 1.0%
> FY '04 1.0%
> FY '05 0.0%

Notwithstanding any provision of the Agreement. the Pay Plan or any other order, rule, regulation, policy or directive, bargaining unit employees shall receive the full amount of each of the agreed upon annual adjustments provided for in this agreement.

Annual Adjustment of Pay Bands- The bands shall be adjusted annually in accordance with the FAA Core Compensation Plan.

Within sixty (60) days of the effective date of this agreement, the Parties shall establish a joint workgroup to review the market survey methodology used for determining the annual adjustment of the pay bands applicable to the bargaining unit. The review shall include such
