Activities to be Realigned
Those activities currently performed by AFSS that do not
directly relate to the mission of AFSS but do serve the needs of the
aviation community were removed from competition to be realigned to another
organization within Air Traffic Services, the FAA, or other government
agency. Historically, the scope of services currently provided by AFSS has
expanded to address the needs of a user base larger than the general
aviation community. A using or controlling agency receiving or managing the
activity can more efficiently accomplish a particular activity selected for
realignment. In other circumstances, the activity commits the government to
a course of action, which by definition is an IGA and not suitable for
public-private competition. The Agency will not compensate or attach any
value or benefit to an Offeror for providing these services. |

Activities to be Discontinued
Those activities currently performed by AFSS that do not directly relate to
the mission of AFSS have been removed from the scope of competition. A
discontinued activity may duplicate an existing activity performed by
another FAA organization or other government activity and may be more
closely aligned with the mission of that entity. An activity may also be
discontinued if aviation regulations no longer legally authorize the
activity to be performed due to recent policy changes. The Agency will not
compensate or attach any value or benefit to an Offeror for providing these
services. |

These are all services that have developed over time that, while not part of the Flight Services Handbook Requirements, have become a part of what AFSS's do for the pilots/public. They came about because the need was there. Now, the FAA, in their wisdom, has decided they do not want to pay a contractor to do them. So who looses the service? You. Equal or Better? |
