Activities to be Realigned

Those activities currently performed by AFSS that do not directly relate to the mission of AFSS but do serve the needs of the aviation community were removed from competition to be realigned to another organization within Air Traffic Services, the FAA, or other government agency. Historically, the scope of services currently provided by AFSS has expanded to address the needs of a user base larger than the general aviation community. A using or controlling agency receiving or managing the activity can more efficiently accomplish a particular activity selected for realignment. In other circumstances, the activity commits the government to a course of action, which by definition is an IGA and not suitable for public-private competition. The Agency will not compensate or attach any value or benefit to an Offeror for providing these services.

In Flight Services Provide services for Dakota Joint Tactical Training Area
Continuously monitor NAS equipment for outage (e.g., frequencies, NAVAIDS)
Search and Rescue Services Back-up Service B for AFRCC
NOTAMs Develop, ensure accuracy and coordinate NOTAMs with OCC for NAS outages
Serve as FAA Coordination Facility as specified in FDC Flight Restriction NOTAMS.
Weather Observations Observe, encode and disseminate weather observations
FAA Weather Services Coordination of location/installation new Automated weather observation sites
Equipment Monitoring Monitor NAVAIDs and notify and coordinate outages with concerned parties
Coordinate scheduled NAS/equipment shutdown request
International Operations Interface with foreign countries
Accept, create, format, issue and disseminate international NOTAMs, as well as notify US NOTAM Office
International Operations Coordinate with NOTAM office to issue international NOTAM on US NAVAIDS in a foreign country
National Security Provide facility and logistical support for command post activities
Coordinate requests for protected airspace by public safety or military officials
Disseminate Man Portable Air Defense System (MANPADS) information to air traffic facilities
Coordinate all FDC 91.141 Presidential/VIP movement messages with ARTCC and affected Terminal facilities and outside interests
Provide "Situation Room" in order to maintain open line communication channel for coordination of national security and civil unrest or disturbance issues (e.g. Situation Room)
Flight planning and coordination for Open Skies Program
Coordinate information and movement messages associated with political dissident groups (BTTR, Democracia) with multiple government entities
Enhanced Air Defense Identification Zone (ADIZ) Coordination Develop local procedures for current and future ADIZ's
On Request Services Provide aircraft and pilot registration information to external and internal customers
Back Up: Towers/Approach Controls Assume general responsibility for airspace
Provide tower evacuation information
Control lighting and NAVAIDS
Provide back up transmit/receive
Back Up: ROC Back up for ROC
Education & Outreach Disseminate regulatory forms to pilots
Provide aviation education counselors as well as mentors Student pilots
Write and submit articles to aviation publications
Law Enforcement and Public Safety Support Liaison with local law enforcement regarding facility/airport security
Participate in Airport/TSA security evaluations
Flight Services (Alaska) Provide staffing for part-time facilities

Support/develop airspace/procedures initiatives

Activities to be Discontinued

Those activities currently performed by AFSS that do not directly relate to the mission of AFSS have been removed from the scope of competition. A discontinued activity may duplicate an existing activity performed by another FAA organization or other government activity and may be more closely aligned with the mission of that entity. An activity may also be discontinued if aviation regulations no longer legally authorize the activity to be performed due to recent policy changes. The Agency will not compensate or attach any value or benefit to an Offeror for providing these services.

Broadcast Services Provide Transcribed Weather Broadcasts (TWEBs)
Emergency Services Utilize AFSS authority to close airport
Flight Data Services Coordinate and distribute law enforcement/stolen aircraft alert messages to state/county/local law enforcement
Weather Observations Provide back-up to NWS for contract weather observers/Air traffic facilities
Provide NWS additional meteorological data (rain, snow, etc)
Respond to requests for historical weather data
Coordinate with National Climatic Data Center (NCDC) for archiving and retrieval of historic weather data
Equipment Monitoring Monitor NWS equipment or observe malfunction and report to NWS maintenance
International Operations Coordinate ICAO flight information with the military
  Provide Service B Guard services to US military facilities in foreign locations (as necessary) (e.g. Diego Garcia)
Transborder Operations (Mexico and Canada) Support aircraft within Mexican/Canadian borders
Maintain NOTAM accountability at Saint Jean (YJN)
Accept, validate, format and process Canada to Canada Flight proposals
Provide Civil Twilight information
Provide seasonal time change information
Provide information from aviation publications
Provide NWS contact information for historical and climatic requests
Provide information on downed aircraft
Provide information on local aviation operations/events
Provide aircraft status/progress reports
Coordinate retrieval of weather balloon sensor packages by NWS
Provide government and aviation directory assistance
Provide resource library for pilots and general public
Provide density altitude information to local airports
Report traffic to local airport for noise abatement

You Decide

These are all services that have developed over time that, while not part of the Flight Services Handbook Requirements, have become a part of what AFSS's do for the pilots/public. They came about because the need was there. Now, the FAA, in their wisdom, has decided they do not want to pay a contractor to do them. So who looses the service? You.
